Free Software to Scan Images into a PDF Format
PDF files are known for their professional appearance as well as the range of metrics that can be included within a file. Still it is not possible to upload an image utilising standard software. Images can be rotated as required while the height and width are able to be manually adjusted to suit unique dimensions and preferences. The image order can be modified and if necessary individual files may be deleted from an existing list. There is no charge to download this package and it is available in a ZIP format for those concerned about memory usage.

Not worth it.
If I scan two images, it actually displays each image twice in the final pdf file. Totally annoying

Scans in a snap, but images slightly pixeled.
The program is available in a portable version, it loads very fast and includes a decent set of options you can configure. The problem I see is that even when you set the compression level to "100" (which must mean no compression, since "0" yields crappy images), the resulting PDF image is slightly pixeled. This means that the text is usually still readable, but you will probably experience issues if you try an OCR on it.
